En résumé, pour faciliter à nos amis chinois le respect des engagements qu'ils ont pu prendre vis-à-vis des Américains en ce qui concerne la ligne du Szetchuen, nous sommes disposés à certaines concessions touchant la partie financière des opérations concernant cette ligne exclusivement. Mais nous nous refusons à une extension de l'entente à trois, qui deviendrait alors sans intérêt réel. Je suis certain, d'ailleurs, que tel est votre point de vue. . . .

HANKOW-SZECHUAN Railway. With reference to your telegram No. 107 of the 16th instant, we suggest that, as it is useless for the financial group over here to consider what arrangement might be made until the intentions of the United States Government are known, it would be well to await an answer to our representations at Washington before replying to Mr. Hillier. The French and German groups have agreed in this view, after ascertaining confidentially from Mr. Addis that he also agreed.

From what I hear I am led to believe that the French and German Governments have replied to the American representations in the same way as ourselves.
